The eligibility criteria of state government colleges completely depends upon the college.
But yes,
In most of the state government colleges minimum percentage requirement is only 45% in 12th. So, yes you can gwt admission with% lower than 75
For example,
To be eligible for BTech in Madan Mohan Malaviya University of Technology, Gorakhpur which is a government institution , one needs to pass 12th with Physics and Mathematics as compulsory/mandatory subjects along with one of - Chemistry or Biotechnology or Biology with at least aggregate of 45% marks (40% if you are from reserved categories ) in these subjects .

Yes, you can get admission this year in NITs, IIITs, CFTIs and IITs as well even with percentage lower than 75% .

This year, there's no minimum percentage requirement in 12th to be eligibile for NITs, IIITs, CFTIs& IITs.
Admission in NITs, IIITs, CFTIs is through jee main & in IITs through jee advanced.

You must have at least 50% marks in Maths in 12th and also 50% in 12th overall.
-------------------------) Passing year :- one is eligible for JEE main examination for consecutive three years starting from the year of appearing for 12th /equivalent examination i. e to be eligible for JEE mains 2022 you should be either appearing for 12th board exam or equivalent in 2022 or should have passed it in 2021 or 2020
-------------------------) There is no age limit to be eligible
-------------------------) there is no minimum percentage requirement to be eligible for JEE Main for BE /Btech.
To be eligible for BE/BTech in NITs, IIITs, CFTIs one needs at least 75% marks in class 12th if belongs to General or OBC category or at least 65% marks in class 12th if belongs to Sc or St category or needs to be in top 20 percentile of their board examination.
IMPORTANT NOTE :- This minimum percentage barrier of 75 % - 65% for NITs, IIITs, CFTIs is not there for jee main 2022 . It means to be eligible all you need to be eligible is to have at least passed 12th .

JEE advanced eligibility criteria is given below :-
---------------------) Qualification required :- One needs to pass 10+2/ or equivalent with the following 5 subjects:-
Physics
Chemistry
Mathematics
A language
Any subject other than listed above
Those appearing for 10+2/equivalent are also eligible.
---------------------) Minimum marks in 12th /equivalent :- you need to pass your class 12th with at least 75% marks in aggregate in class 12 if belong to general or obc category or at least 65% marks if belongs to SC/ST or must be in the top 20 percentile in class 12 examination.

Considering pandemic, there's one time measure for students who had passed 12th in 2021 & 2020.
For 2021 passed :- Those 2021 passed students who had qualified jee main 2021 and had registered for jee advanced 2021 but couldn't appear in the examination are directly eligible for jee advanced 2022 without appearing in jee main 2022.
For 2020 passed :- 2020 12th passed students are also eligible for jee advanced 2022 after qualifying jee main 2022 provided they have appeared in only one of 2020 or 2021 jee advanced or none of them.

-----------------------) There is upper age limit, according to which to be eligible for jee advanced 2022, you should be born on or after 1st October 1997. There is 5 years of age relaxation for SC, ST and PwD so candidates of SC/ST /PWD needs to be born on or after October 1, 1992.

It is not compulsory to attach the EWS certificate with the application form for the college you are applying into. Actually EWS certificate provides certain benefits to the people falling in this category and those who are eligible to avail the benefits of the same are required to attach the certificate as proof. Now in case you do not belong to this category or do not have this certificate, you can opt not to upload this certificate. Also not every institution of examination have reservation for EWS category.

B.Tech candidates in Maharashtra applying either through JEE Main or MHT CET will have to fill the application form but candidates with JEE Main score need not appear in MHT CET . Candidates seeking admission in B.Tech courses in Maharashtra need to appear in the Engineering Common Entrance Test called MHT CET 2022 .
To be eligible for MHT CET,
General category candidates must have scored a minimum of 45% aggregate marks in class 12 or equivalent exam from a recognized board/ University. SC/ST/OBC category candidates must have 40% and above in class 12.
Candidates must have studied with Physics and Mathematics as compulsory subjects along with Chemistry or Biotechnology or Biology or Technical or Vocational subjects.
