To apply for MTech Structural Engineering, the candidate should have a bachelor’s degree in civil engineering or related fields such as architectural engineering, construction technology and infrastructure engineering.

for JEE advanced you can attempt it twice. once with your 12th class and next in the subsequent year.
for jee mains you can attempt it thice . once with your 12th and class and in next 2 subsequent years.
since you were a dropper and could not crack jee in 2nd attempt , still there is no need to worry.
you have various options.
either you can take college by attempting for jee mains once again or you can appear for state exams like GUJCET , WBJEE , VITEEE, SRMJEE etc
you can attempt these exams and secure your seat in a college.
