Didn't get your question actually.. If you are already in btech 1st year in some college, you aren't allowed to change your college for second year unless and until you give some competitive exams again and get some other college on merit. Only diploma students are allowed to enter in second year directly btech. For you, if you give an competitive exam, then you will need to reappear for first year in the new maybe better college. For each college there will be 100 seats which is filled by  reservation cateogories through counselling by board and some by management quota.

Fee Structure will be minimum 1.20lakhs per annum. If you go for hostel,mess and add other expenditure just add 30K in the fee structure. It sums upto 1.50 LPA.

It is average. If you choose 1st tier colleges or top colleges then cost will be more higher.
