Yes, for admission in 2nd year engineering degree  course through lateral entry you will have to appear in TN LEA.Tamilnadu Lateral Entry Admissions is conducted for B.E / B.Tech course into Anna university & affiliated colleges for the  candidates who have completed Diploma / Polytechnic from a recognized university.

see the scholarship criteria is different for colleges and in most government college fees waiver is available for financially weaker section students, some of the private colleges have fees waiver scheme for students based on college entrance test score. however government of india has some scholarship for minority candidates, you may follow the below link to know in details,
