Yes BHU do offer BA english.

BHU is a reputed university 

But overall I'll recommend BHU for B.A. unless you can get admission in any top D.U. college.

BA is not mandatory for MA , you can apply for your MA degree though you are BSC holder .

The basic Eligibility to be full filled by candidate for applying to MA course is completion of bachelor degree in any stream.

Firstly you need get comfortable with the idea of speaking english in public. You can do th following things to improve your english.

• Take coaching classes
• Get a transaltion dictonary
• Expand your vocabulary
• Check your local library 
• Find an International Phonetic Alphabet (IPA) Dictonary
• Read different types of english

For admission to English Hons. course in Delhi University, you must have studied and passed English  in  the  qualifying  exam  and  should  include  respective  language  for calculation of ‘Best Four’ percentage.
