No issue about that,if you are not attended for counseling there will be management seats in the college. Contact to college and talk to admission office and they will allocate a seat on what stream you want. But fees for this will be vary on compared to normal seats.

I would say that getting a rank in comedk is exam is quiet easy.  It is one of the easiest entrance for engineering,  with very less competition.  But yes there is a quota for students from home state , but only in the cut off of colleges , the rank you secured had nothing to do with the state you belong.
