Looking at your marks of 460 out of 720, chances are nil that you'll get any MBBS Seat in Maharashtra under 85% State Counselling. Unfortunately, at this marks, you are also ineligible to get any MBBS Seat from MCC AIQ (15%) Counselling.
Better option is, you start preparing for NEET 2023 for better results.

Congratulations on securing such a good rank in jee mains so let me tell you that don't run behind computer science branch only after getting such a good rank because it would be tough to get cse branch in good NITs like Jamshedpur, durgapur, Silchar, allahabad, rourkela, Calicut, Goa, Patna.
But you can get Electronics and communication branch in some of the NITs mentioned above so you can take up this branch as all the companies will allow you to sit for the placements. There is no difference in the eligibility criteria.

As per your rank is concerned let me tell you that you should go for GFTIs instead of NITs/IIITs . GFTIs such as Assam University, gurughasi bilaspur, Kongri Vishwavidyalaya, BIT Mesra would be better.
However various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.

Yes definitely you can apply for JOSAA counselling if you want to take a chance but on such percentile and EWS category you would hardly get any college there instead I would recommend you to take part in some state counselling or for private colleges.
However you can take prat in JOSAA counselling but before applying for that you can check previous year closing ranks . You can get an idea from previous year's closing ranks available on the official website :-

Unfortunately not. Computer Science and Engineering in National Institute of Technologies are very competitive and the closing ranks are very high. So, with 85.6 percentile in the Joint Entrance Examination Main, even with the Economically Weaker Section quota you won't be getting any NITs with CSE.
However you may get some other branches in some of the GFTIs like HBTU Kanpur.
