Yes definitely you can apply for JOSAA counselling if you want to take a chance but on such percentile and EWS category you would hardly get any college there instead I would recommend you to take part in some state counselling or for private colleges.

Unfortunately not. Computer Science and Engineering in National Institute of Technologies are very competitive and the closing ranks are very high.
