35k rank in ews category is a bit too high to get a government college as number of reserved seats in college are limited. But if you really want a decent goverment college, you can try and wait for the last round or the csab counselling, there might be a chance for you.

With the above mentioned rank in EWS category in JEE mains and looking at the previous year JEE Mains Cutoff trends, you have less chances of getting core branches in some of the top NIT's or IIIT's in India. But you can get other lower branches in lower ranked NIT's like NIT silchar, NIT Jamshedpur, NIT Mizoram, etc.
Now, if you want to take admission in engineering colleges near Delhi-NCR, Lucknow or jaipur Locations, then you can take many of the State level Engineering Colleges which you can get with your Above mentioned EWS rank in JEE mains.

As far as your rank is concerned it is not possible to get through josaa . I would suggest you to keep other colleges as a backup like VIT Vellore, SRM University, Manipal University.
Other than these you can think of going to Gurughasidas bilaspur, Kongri Vishwavidyalaya. Various factors are considered while deciding the cut offs like number of vacant seats in college, previous years cut offs and toughness level of the paper.
