According to the category rank you have mentioned in the question you cannot get any of the NITs or good colleges as per previous year's cut-offs until and unless you deserves Home State quota but I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks. Dear aspirant, The minimum eligibility criteria for admission in CCA for B.Arch is to score 50% marks in 10+2 with mathematics as one compulsory subject.
The selection of candidates in B.Arch is based on score of JEE main and merit list will be prepared on combined marks.
The candidates applying in EWS category first will be considered as General Ew category and during seat allotment they are considered as General category.

Unfortunately, he cannot use his EWS Certificate now if he had not filled his category as EWS in the application form of JEE-Main because the admissions will be made on the rank mentioned in your scorecard and if there is EWS rank then your cousin can use his certificate in Counselling.
