For your NEET PG Rank you can try for Private Medical Colleges either normal seat or Management quota seat, based on previous year's cut-offs.

If you want to go for dental this is low score for it. For government colleges it must be 550+ and private colleges 400+ .
As for veternary to get admission the minimum marks you should score should be 300 . Cut off vary every year based On the difficulty level of the paper.
It's also depend on the category, the category you belong to like Open, SC, ST, OBC..
Cutoff also vary for government, private and deemed University.
It depends also on state of domicile and choice of college.You can go for veternary in private or deemed universities.
If you want go for management quota in veternary or score more next year.

The answer to your question is YES. Anyone who has a valid rank in JEE Mains can apply for JOSAA councelling. You will get colleges based on your rank. The seat allotment for JOSAA Councelling depends on factors like Category of student, Gender, Home state quota of student etc. Based on your rank, you have less chances to get into NITs and IITs.
