conditions for getting an economically weaker sections (EWS) certificate-
Candidate's annual family income must be less than Rs. 8 lakhs per annum. Their family must not own more than 5 acres of agriculture land. The residential flat area should be below 1000 sq ft.

Yes, you have to show the Present year's EWS certificate as you have joined Phd admission in the 2022 year. So , a new, fresh and valid EWS certificate will be required in order to get Phd Admission in JRF.
So,m to avail the Scholarship too, you have to give a proof of your EWS certificate which must be issued on or after 1st April, 2022. The EWS certificate is issued for every financial year. In case if you don't have it or if it expires and you are facing delay in getting it then you can use an acknowledgment receipt or an affidavit.

Hope you are doing great as per the question asked by you as N.E.E.T ( National Eligibility cum Entrance Test ) is all India exams for admissions in Medical courses so you need to submit central E.W.S category certificate at the time of counselling or admissions as state E.W.S category certificate will not be eligible for the same during central government exams or counselling. You need to have central category certificate to get admissions in central government colleges and state certificate for admissions in state government colleges.

As per Rules and Regulations of NCHMCT JEE ,you have to give EWS of State or Central No problem. Based on the states Some States are giving EWS from state itself. Some states are being centralized with Central to give directly EWS without being hand of State.

Hope you are doing great as per the question asked by you, you should certainly submit the caste validity certificate at the time of admissions as it is mandatory document and should be submitted at the time of counselling or admissions. You should certainly submit it at the time else it won't be accepted in 2nd or 3rd year of college as you will be treated as general category student.

I would like to tell you that The EWS certificate is issued and valid for one year only and then you need to update the EWS certificate every year.
There is no such distinction state and central EWS certificate . There is only one EWS certificate. If you fullfill all the criteria you are eligible to get EWS certificate. To get a EWS certificate you will have to go to revenue officer in Municipal office. The eligibility is the same for the centre and state EWS certificate . The term Family is referred to the individual who is availing of the benefits of the reservation.

There's no age limit for an EWS certificate. So, you don't need to be 18 years old, you need an EWS certificate in your name for JEE main and EWS reservations anywhere.
To help you further,
EWS eligibility is provided below:-
you shouldn't be covered under the scheme of reservation for OBCs, SCs, and STs
your gross family annual income from all sources i.e. salary, agriculture, business, profession, etc. must be less than 8 lakh rupees
irrespective of the annual family income one won't be eligible for ews reservation if his /her family owns
a) agricultural land of 5 acres and above
b) Residential area of 1000 sq ft. and above
c) Residential plot of 100 sq. yards and above in notified municipalities
d) Residential, the plots of 200 sq. yards or above 200 sq. yards in the areas which are those other than the notified municipalities.
