This is because,
In KCET, there's no ews reservation so it doesn't matter even if you have EWS certificate .

I would like to tell you that the EWS certificate must be issued every year as The certificate is mostly used as an income certificate that provides reservation for the job and is rewarded to an eligible person. So, if your certificate was only valid for 2020-21 year, and you have submitted that EWS certificate, then it won;t be valid for the AP EAMCET and the it won't be accepted at time of the counselling.
So, during the correction time you have to upload a valid and a new EWS certificate issued on or after 1st April 2022 for this year which will be accepted for AP EAMCET. The EWS certificate is basically received within 7- 21 days after applying for it. The EWS is valid for only a year after receiving .

I am extremely sorry to tell you dear but you cannot have ews reservation.
You belong to BC-E which is a sub category of OBC i. e you belong to obc but to be eligible for ews reservation you should not be covered under any scheme of reservation for OBC/ SC /ST category and as you belong to obc, you are not eligible for ews

c) Residential plot of 100 sq. yards and above in notified municipalities
d) Residential, plot of 200 sq. yards or above 200 sq. yards in the areas which are those other than the notified municipalities.

So with regard to your query, you had already mentioned that the validity of your EWS certificate is expired by the year 2021. So this won't be valid for the exam which is being conducted for the year 2022. You need to renew it, you should apply for the new one and then submit it.

When it comes to the GATE score for IIT, it is not fixed. It depends on the individual institutes and their GATE Cutoff marks. However, if we talk about the previous results, the student must score a GATE rank up to or below 200 . Moreover, students can also get a seat in IIT if the rank is around 600 to 800. Category 3A falls under the OBC Category, and EWS reservation is for those Candidates who belong to General Category and whose annual income from all sources combined is less than 8 lakhs per annum.
Those Candidates who belong to General Category and do not claim any benefits of OBC,SC,ST only are eligible for EWS reservation.
But since 3A belongs to OBC, you are not eligible for EWS certificate.
You can apply as an OBC candidate for the competitive exams you want to give.

A valid EWS certificate is applicable everywhere in this country.
If you are opting for acknowledgement into government institutions then you are suitable for a 10% reservation according to the rules and regulations.
You require to renew it from time to time. The validity period of the certificate must be depicted on the certificate. Mostly the validity is one year.
