I am sorry to say but you don't have a chance to get NIT Durgapur civil Engineering at this rank in JEE mains. But there are many more colleges in other states which are good and you might get civil Engineering there  like

It is difficult to predict because cut-offs changes from year to year. Cutoffs changes from year to year and depends on many factors like category, number of students appeared in the exam, difficulty level of the exam, number of seats available, etc.
