7551 is obviously an average or above average rank. But as cse is one of the most demanding branches, cant predict that you'll get an admission. There are possibilities but still you can look for some alternative options too

It is difficult to determine your EWS rank, your General rank can be predicted but not the category rank. For category rank you must check with the official information released by the TS EAMCET Authorities.
Cut-offs changes from year to year a nd depends on many factors like
1. Number of seats available.
2. Difficulty level of the exam.
3. Number of students appeared in the exam.
4. Caste Category of the students.

If you have not mentioned your Category as EWS, during application form filling, then during Counselling process there is no option for you to change your Category now. Because, after filling the Application Form, it gets locked automatically and nothing can be done after that.
If you get any Engineering College then you have to take admission under General Category only . There will be no benefit for you if you show your EWS Certificate during Counselling process. If you had mentioned your Category as EWS earlier, then you would have got benefits for it in 2 ways :-
Unfortunately you didn't do the needful, you have to take admission under General Category only.

In any competitive examinations it is always better to have EWS certificate than just being in OC category. Not only in ICET, In EAMCET, ECET, LAWCET, JEE MAIN, JEE ADVANCED or NEET. In all these exams by having EWS you can have some more chances to get into better college. This is because of the fact that 10 percent of seats in any college are reserved for EWS category.
So, it better to have EWS certificate.
