with the rank you mentioned in the question there are chances to get seat in best Engineering colleges in Andhra Pradesh. since the cutoff marks for every colleges changes every year based on different factors, we could not expect the exact college where the student can get seat.

The EWS certificate is usually applicable till upto 1 year from the date of issue.
Since in August it will only be 5 months since you got the EWS certificate, hence, yes it will be applicable for the eamcet counselling for the said month. The exam form filled though

Currently you need to go to a notary and get an affidavit made stating that you are eligible for EWS and that documentation is underway. During the counselling you’ll have to submit and undertaking that you will submit the official documents soon failing which your admission shall stand cancelled.

7551 is obviously an average or above average rank. But as cse is one of the most demanding branches, cant predict that you'll get an admission. There are possibilities but still you can look for some alternative options too
