It is quite difficult to predict the marks or rank to get admission in NIT Trichy or any other NIT's or IIT's as the cut off keeps on changing every year. But if we go through the previous year cut off then it is as follows:

Well it is difficult to predict anything about admission on the basis of score only, as admission to any institutes depends on various factors like:
1- Difficult level of entrance examination
2- No. of students appeared in exam
3- No. of students seeking to admission
4- Closing rank which is decided by authority
5- Category of an Individual
Hence, due to lack of these data, it is impossible to tell you about admission in those institutes.
However we can get a rough idea of admission eligibility by analyzing previous years trend.

Yes, Irrespective of your age, you are eligible for EWS certificate provided you fulfill its eligibility criteria given below:-
-------------------) you shouldn't be covered under the scheme of reservation for OBCs ,SCs and STs
-------------------)your gross family annual income from all sources i.e. salary, agriculture, business, profession, etc. must be less than 8 lakh rupees
-------------------) irrespective of the annual family income one won't be eligible for ews reservation if his /her family owns
a) agricultural land of 5 acres and above
b) Residential area of 1000 sq ft. and above
c) Residential plot of 100 sq. yards and above in notified municipalities
d) Residential, plot of 200 sq. yards or above 200 sq. yards in the areas which are those other than the notified municipalities.

As you have qualified the csir jrf exam in EWS category So you are only eligible for EWS seats. As EWS candidates are less so it will be easier to get seat in EWS category than general category. So apply PhD in EWS category.

Sorry to disappoint you but your chance to get admission into nlu is difficult. With such a low rank you are not supposed to even participate in the counselling. But don't lose hope. This is just a exam. Apply for other universities and colleges or take a drop if want only nlu seat.

So with regard to your query, NO you cannot do that. You cannot change the reservation category during the counselling process. In case if you want it, you should be done it during filling of the application form only, or else at the time when the correction window is open.
