I tried the registration procedure and they don't send login credentials to your email id nor mobile no. If you forget your username there is no way to reset it either. They only have  password reset option. Get in touch with the helpline center. Only they can help you

Cut off is the minimum score or rank that you need to score in order to qualify in the entrance examination. For example if an exam is conducted for 100 marks and the cut off mentioned is 60 marks then you need to score minimum 60 marks or more
