Actually, qualification of just 12th is not enough for upsc.

This is because,

To be eligible for upsc you need to be a graduate in any discipline. So, you need to do graduation.

And don't worry,

There's no minimum percentage requirement in 12th /graduation  to be eligible for UPSC.

No, now examination center cannot be changed as the admit cards have been issued and also the correction window is closed now. So the examination center allotted to you is your final examination center, you have to visit to that center and appear for JEE-Main 2021 examination.
