Go to Students→ My Account. Click on Examination Enrollment→ Change of Medium, you will get the next screen as shown below. 8. Enter Examination Enrollment Request ID and select your desired Medium of Examination.

The eligibility criteria for UPSC says that if your age is between 21-32 for the general category, then you can appear in the UPSC exam. As you have mentioned your date of birth, this implies that you are eligible to give the exam for UPSC in the year 2023

The candidate must have attained the age of 21 years and must not have attained the age of 32 years (for the General category candidate) on 1st August.you are not eligible as you attain 21 years on 31st October 2023 but in upsc exam it is before August.you can apply

KVPY exam is postponed and there is no news of when is it to be conducted. According to me there are very less chances of the exam being conducted within this month. Hope this helps. All the best!
