Since it is IIT rank college and dream college for Mtech in chemical engineering for most of the students you have to score a rank well below 200 to get admission here.

If your son is US citizen then he is a foreign student and cannot apply through general quota for engineering colleges in Tamil Nadu.
For a student to apply through general quota one has to be a citizen of India and must study class 11 and 12 here with many other formalities.
But your son can get admission as a foreign student in many good government colleges as there is quota for that also.

Arizona State University fares far better in rankings and graduation outcome as compared to the National University of Singapore.
