Since you completed your MBBS in Karnataka, you are eligibile to apply under 50% state quota of Karnataka PG NEET counselling. At the same time, you can attend All India Counselling as well(50%). Now, since the seat distribution is equal in both AIQ and state quota, it cannot be said as to which has better chances. However, in state quota since only candidates who are of Karnataka domicile or who completed MBBS in Karnataka apply, you have more chances of getting a seat in general surgery.

The general category aspirants must secure at least the 50th percentile, while SC/ST/OBC candidates must secure 40th percentile. For the year 2019, the scores equivalent to general category was 340, while for reserved category candidates, it is 295.
That mean you should get a rank of 1300 to get seat in MS general surgery
