Caste certificate is always issued by the state of your origin , not by the state where you are staying. Since your parents are originally from Uttar Pradesh, you can get your SC certificate only from UP.
In Gujarat, you will be treated as general category because your caste is not recognised as SC there. Even if you have studied in Gujarat from class 1 to 12, the rule does not change.
So, you can apply for SC certificate in UP through your parents’ permanent address and use it anywhere in India where central category benefits are allowed (like central colleges, NEET, JEE, government jobs under central quota).
In Gujarat state-level admissions , you will be considered general.
