First of all TANCET is for M.Tech courses and therefore it cannot be used. You will have to apply through TNEA admissions held by Anna University. As far as I see Kamaraj University doesnt offer B.Tech. They offer science programmes - M.Sc and the regular arts.

There are many Private colleges which offer this stream to undergraduates, But apart from them, you can do Engineering in Biological Sciences from IITs and then switch to genetic Engineering in Postgraduate from world-class universities. In IITs, you will get an opportunity to carry out research on Genetic Engineering even
