In order to be eligible for the domicile of Gujarat you need to satisfy any one of the following criteria:
1) you should be born in Gujarat and completed your 10th and 12th class from Gujarat.
2) you should be living for seven consecutive years in gujarat.
since you didn't complete your 12th from gujarat hence you don't fulfil criteria 1 and since you have been living in goa for sometime now you don't fulfil criteria 2.
hence you cannot apply for domicile of gujarat.
In order to be eligible for the domicile of goa you need to satisfy any one of the following criteria:
1)Candidates should be born in Goa
2) they should be permanent residents of Goa for not less than 10 years and 5 years for those whose parent/ grandparent is born in Goa but as employees posted outside Goa.
you do not satisfy criteria 1 but if you satisfy criteria 2 then you can have the domicile of goa.

As we go through previous years cut-off data then it shows that the closing cut-off marks were around 593 for Goa Dental College and Hospital, Bambolim under All India quota for General category . So if we go through previous years cut-offs then according to that, you have good chances of getting Goa Dental College and Hospital, Bambolim only if you are able to score around 600+ out of 720 marks in NEET .

So, to your question no you can not apply for the state quota seat in the NEET counselling if you do not belong to that state.

Both the ion colleges are good but there is no comparison between College of Engineering Pune and BITS Goa. College of Engineering Pune is the 3rd oldest Engineering College of India and there is a great demand of the college among the aspiring candidates. There is two mode of entrance at the college one is through JEE main examination and other is through MHT CET in the ratios 15:85. Moreover it is a government college and the fee structure of it is comparatively listen than that of Bits Goa.
So keeping these factors in mind definitely getting admission in BITS Goa is much easier as there is a single entrance examination for it only around 1 lakh students appear for the same.
