If you want to choose between BITs and NIT, Goa then if you want to pursue B.Tech with better facilities with comprising off high costs for this you can choose BITs or else NIT Goa is not bad choice too.

Hello student I'm sorry to inform you but as you mentioned you're from Goa, so you're not eligible for KCET. As per the nativity eligibility criteria - Candidates must have studied 7 years in any government or government recognized institutions located in Karnataka
Eligibility - Candidates must passed class 12 in any physics chemistry and mathematics from a recognized board.

If you're aiming for admission in this year, then majority of application form for entrance test such as CLAT/AILET/LSAT/SLAT to name a few are already closed
but you can apply for BA-LLB Hons at JMI at http://jmicoe.in/, it's open till 10th July
also application form for MAH CET LAW (a state level entrance test) for admission to five years integrated law course is open till 12th July, if you're interested you can apply at https://llb5cet2021.mahacet.org/StaticPages/HomePage
other than this what you can do is wait out for application form to be released by Banaras Hindu University, Allahabad University, Panjab University , Calcutta University, or even CUCET which is conducted for admission to various central universities are yet to be out, you can stay updated by visiting the official websites of the respective university in order to know the exact details pertaining to admission schedule.

Here is a quick review for CSE and ECE.
ECE is about electronics and how the different electrical components (Microprocessor, RAM etc) communicate with each other. It has more Physics in it. There is a little programming involved but not much. CSE deals with telling these components what to do and when to do it; by programming them.
So in ECE you have deal with harwares and little much programming is needed to develop the hardware whereas th CSE is totally based on programming. So choose the branch throughly. And currently looking into market scenario CSE is the most preferred branch and ECE is the second most preferred branch.
BITS GOA:-
Placements: Almost 99.9% of the students from our course got placed. The highest salary package offered in our course is 40 LPA by PhonePe in Bangalore. The average salary package offered is 12 LPA, and the lowest salary package offered is 10 LPA. A top recruiting company that visit our campus for placements is Amazon. About 90% of the students got an internship in different product-based companies.
Infrastructure: The college provides good facilities in the labs. Labs are very good. Wi-Fi facility is available along with LAN cable at a 20 Mbps speed. Classrooms are well-maintained. There is no attendance rule. The hostel facility is also good, and the food served in the mess is also good. Students get food 4-times, and night mess is also available. Some times students get Manchurian and sandwich, and some times pav bhaji. It serves awesome and tasty food. The library is well-maintained. E-library is also available here. Many books are available in the library.
Faculty: All faculty members in our college are PhD holders and doctorate. Their teaching quality is very good. It is a very good college, so the teachers are very helpful. Students need some effort for placement. The course curriculum is relevant, and all teachers guide for interview preparation.
BITS Pilani:-
Placements: 90% students are placed. The highest package offered - 35LPA at Least - 7LPA. Nutanix, Qualcomm, Oracle were the top recruiters. 15% got internships on their own. Software developer, Member of technical staff, Automation Engineer, Associate Product Manager, Devops, Supply chain, Business Analyst roles were offered.
Infrastructure: The campus is fully Wi-Fi accessible, every room is provided with internet. The classrooms and labs are sophisticated with good equipment. Library is huge. Quality of facility - 10/10. The whole campus is equipped with great food outlets, messes, sports facilities. All of them are top class.
Faculty: 90% of the teachers are qualified. Few professors are amazing. You have a PS programme which makes us industry-ready. Coming to the course curriculum, students have the choice of choosing their own course of interest for study. Zero attendance policy gives more flexibility for the students to attend classes by different professors.
Bits pilani is better than it's goa campus . As bits pilani is better than all of the three campuses of bits. It is also considered to better than many nit and IIT.

When you have to compare two colleges and have to arrive at a conclusion then you have to choose some of the parameters. This parameters can be a distinct number of events but to conclude this answer I am choosing some of the most important parameters like:
See every BITS branch follows the same curriculum. The infrastructure are also great but if you want to discriminate in terms of the design of building then BITS Dubai have better building design. The Faculties of BITS are selected through the centralised recruitment so the teachers are obviously good in all the branches. So you can't discriminate the campuses. But I would say if you can afford BITS DUBAI then go for it because you will get a international standard to your education which will be more preferable for some companies. If you want to settle in Dubai or UAE then it will give you more prospect to it.
Both of the campus is extremely the same, so you can choose any of it. It will not make in big difference but there are advantage I provided above.

Personally I feel NIT Goa is better than SRM or 95% of all private engineering colleges infinitely in all aspects. The opportunities you get there, the peers, the brand name and most importantly, the life that you will experience there will be far better than SRM by some distance.
NIT Goa is obviously better than SRM in terms of the campus culture, the extra-curricular activities, the quality of peer competition, the brand name, the location( it's Goa!), the opportunities you will get after graduation.
