Since your father has no government job, you need to show the income certificate or white ration card of your parents in order to be eligible for fee reimbursement. If your annual income of your family is less than 8 lakhs, then income certificate or white ration card is required to help you relax from fee paying of the college. If you've caste category certificate also, make sure you keep in hand along with the income certificate or white ration card if in case the caste certificate is asked to be verified. see gate stands for graduate aptitude test for engineering, it conducts by different IITs in each of the year. there is many discipline available as gate paper which you have to choose. after getting valid gate score by securing the cutoff score you may apply for different iits, nits, state university and government as well as private colleges for m.tech course. gate score holders are eligible to get 12400 stipend per month from aicte while pursuing full time m.tech course. however as per gate 2021 information, there is no particular stream as planning included. however candidates who have passed or in final year of btech course of 4 years or diploma + btech of 3+3 years or msc courses or 4 years or 3 years bachelors degree courses are eligible to appear in gate from any of the stream. there is no restriction to chose gate paper, but during the admission of m.tech course Institutes has certain criteria for admission. so choose the course accordingly. https://gate.iitb.ac.in/papers.php
now coming to government job there is few opportunities from planning stream since the most psu recruitment comes for civil, electrical, mechanical engineering.

As per rules & regulations, Aadhar card is one of the major ID proofs used in India. As per your query, your parents name on their & your cards do not match. Do not worry, you can always make a affidavit stating the mentioned persons name & identity are same.
Either ways, try rectifying the name(if possible)
It's also okay if you do not submit the Aadhar card as a ID proof, you can submit other documents as as ID proof too.

It depends on your aspirations. You can be an engineer in central government by giving exams like SSC JE etc . If you want to explore non technical services you have a lot like SSC CGL , IBPS etc. If you want to administrative service office you can opt for UPSC or State PCS. If you want to do a job in scientific firms like ISRO , BARC etc then you can give their departmental exams (for ISRO you only have exams conducted by ICRB) or you can get by GATE score. Salaries may not be high enough than private sectors(not all) but the salary is smart enough to have a decent life style.
You can work for Google with a package of Rs.1 Crore may be but the pleasure you will get being a scientist \ administrative head for your own motherland will be greater than ever. This is my perspective. It may or may not match with you.

There is not any government job in India for a person age 16 years and five months. The minimum eligibility for government jobs in India is 12th pass, which is unattainable at such a tender age.
The best someone can do to write NDA Examination and get admission to it.

Hi Hari, mvsr is a great college as fas as the ECE branch is considered. It has great infrastructure and eminent faculty. Most of them are doctorate or post graduates with high experience.
Talking of the placement, mvsr offers 100% placement records. Last year 16.5lpa was the highest package and Lowest was 2.4lpa. on average the package of ece is of 3.5-4lpa.
Coming to the idea of doing government job, you need to prepare for gate and IES which is irrespective of the college. Through that you may get recruited in top PSUs.
