Bsc. in chemistry or BCA. You can choose any of the one but I will say that choose the one you are interested in or if you don't know your interest, you should choose Bsc because as BCA has more computer level study and if you want to work in government sector you should choose the one in which your time comsumption is less as /i think in Bsc. But you can always choose what you want.

2. you have chosen your professional career
3. Must hav 60% in your 12th standard

I think you are mistaken fee waver seat is only given to those students who have a very high score ie If u have good rank and applying for a common private clg there is high chance to get fee waiver. During admission you must mention to them that you want a FW SEAT. The rank for thos will vary from institutions to institutions
Or you can try for EWS seats 10% seats are reserved for students who fall in the economicaly weak sector if your applicable you can try for this seat.
