A candidate of other state can only take admission in other state under 15% all India quota. And 85% seats are for state counselling students. This is applicable for government medical colleges for private colleges students should have state domicile of that respective state .

Admission in jamia millia islamia is through a combined admission test conducted by the university every year. The admission is based on the score obtained in the entrance exam.
The exam was on 19 june, 2019. So you cannot get admission in this college.
