As per your requirement, i would say that for pg 2019 admission the starting date depends on which collegr you are applying for and when the counseling procrss of that collegr would be over. Most probably all the colllege starts from sep to oct month so ut depends on

Both colleges are equally good enough as both of them provide distant learning courses. DU SOL and IGNOU both conduct entrance exam for admission in PG courses. But i would personally suggest you to go for DU SOL as it would be more effective and economical for you
Socially and Educationally Backward Classes (SEBC) comes under OBC category, But if you mention here which form you are applying then I can help you better about it.
