You have chances for following IITs like IIT Roorkee, IIT kanpur, IIT kanpur. Apart from these old you can get many new IITs. You can get almost all NITs. And colleges like IIIT Jabalpur, DTU delhi, COE pune etc..

GATE 2019 for electronic and communication was conducted in the forenoon session from (9:30 to 12:30Hrs).The difficulty level of exam was between 'Moderate to Tough'.In comprision from previous year's rend, with 4 questions of high difficulty level.More than 1 lakh students appeared for this prestigious exam.

First of all Greetings to you.61 Marks in ECE department is Good enough to get an IIT.As category also matters it will change.
As you are from OC you will get a good NIT but low chances of getting into IIT's.If luck favours you may get a IIT
As in open catogery there are less chances so for getting into psu but there are more chances for you to get into a good IIT with a good branch too, so that you can hope a good scope to your future, so all the best for your future
