Surely you can apply for Ph.d program of the college.The university offers Ph.D., D.Litt, D.Sc and LL.D programs  at the approved university centers. Minimum eligibility for these courses is a Master’s degree in the specified subject with 50% marks . Ph.D., D.Litt, D.Sc & LL.D admission is granted

Yes, you are eligible yo give GATE. There is no marks criteria. Your 12th and 10th percentages do not matter. You can appear and write GATEirrespective of the percentages you have in your 10th, 12th or undergraduation.
