The cutoff varies every year depending upon various factors like availibility of seats,difficulty level of GATE etc.

So keeping these things and the previous year cutoff trends, I would say  try to get 25+ fror qualifying.

yeah, you can get into mentioned universities with help of GATE.For getting into such a universities,you must have 90% in GATE SCORE and good academic records in your bachelor's degree.Remember that GATE is only additional advantage for you , the admission is not only based on GATE.
