You need to appear in 2018 and also add 2018 as year of completion although you have backlogs. 

You need to get certificate from college principal that you appeared last semester in 2018 although you hav ebacklogs pending.

Yes definitely he can appear for GATE as no age limit. Candidates must have completed BE from recognised University and must have degree certificate .
