Yes a B.Tech student is always eligible for GATE until the age limit is exceeded. You can go for GATE once you are in last year of B.Tech or passed B.Tech.

Yes you are eligible to write GATE 2019. For this you have to clear all your backlogs. Do apply for GATE 2019 exam and prepare well.

Please go to Gate website and check the requisites of various PSUs recruiting via Gate.There you should find the maximum ages that PSUs will accept.
both ace's and made easy's study material will help you through gate but the level of madeeasy's material is of IES level whereas ACE's material is alot simpler.
so if you think you can absorb knowledge from a higher level source only then you should follow made easy's material otherwise
