You cannot apply for GATE until you have passed your B.Tech or in last year of engineering. Moreover GATE is held in February and apllication process begins from December. Till that time you can have your degree.
Moreover only passed out students need degree for applying in GATE.

Most of the part of the GATE is studied in B.Tech. during 2nd and 3rd year. So just focus on whatever taught in college. In first year your primary focus should be engineering mathematics and aptitude section.

DTU is a very good and old University, so it's always good to get a seat there. But this year, specifically in civil engineering a lots of students have appeared in gate exam. So you can't predict anything by just looking into the previous year cutoff. Also depends
Uptill I know you might get a stipend of INR 12k nearly talking about the fees I don't have proper knowledge it may be about 20k yearly for more accurate knowledge you can visit the official website..
