Let me make it very clear that GATE score is valid for 3 year.But PSU don't consider the old GATE score, they only rely on recent year GATE score.Secondly some IITs don't consider GATE score which are older than 2 academic year.Same is the case for admission in

If you have a valid GATE score card then you do not have to apply for TANCET. You can apply directly to TANCA. However, if you have qualified GATE in XE/XL papers, then you will have to qualify TANCET. 

The registrations for TANCA will commence tentatively in July 2018.
