First of all very very congratulations on your great achievement in examination of GATE. 4300 call which can get you to annual engineering institute in India except a few IITs.
Depending on which your branch is he can have admission in most of the National Institute of Technology

Please mention your GATE Stream.
Cutoff marks depends upon branch, no of candidates, no of seats available.
For Example-
If you want M.Tech. in Mechanical then Cutoff will be Higher where as if you go for Biotechnology then you will find that cutoff is lesser than Mechanical Engineering.

I can tell you for Civil Engineering , if 32-33 is your normalised marks, you will get around 6000-7000 rank and score will be around 440. You can get NIT if you apply to LAST NITs (silchar,manipur,mizoram,tripura,srinagar etc ) last preferred course and wait till 3rd or 4th round of

Sir, Which branch in Gate realated to Naval Arch & Offshore Engineering

Yes you can give Gate paper under XE (engineering sciences) paper.But only two IIT's offer mtech course for naval architects.i.e. IIT Madras and IIT kharagpur.And min score to get into IIT is around 400500/1000

Not sure about offshore engineering.
