As per current informatrion, PSUs like BAARC: OCES, DGFS and BNPM are available for chemical engineers but the application forms are not yet released. So I would suggest you to go through the below provided article to know all about above said PSUs and further details -

The criteria may vary PSU to PSU so it would be better which one you are talking about as generally they dont ask for such requirement.
Candidates will be shortlisted for admission based on their GATE scores. Shortlisted candidates may have to appear in a group discussion (GD)/interview for which they will be sent call letters. Post GD/interview, a medical fitness test might also be conducted. Candidates who pass the medical test would be made job
As per Gate 2016-2017 cut off, the maximum marks were 54, the minimum were 16.67 and the average marks were 27.62. So roughly you will have to get more than 45 so that you can get admission in decent NIT/IIT.
