IIT dhanvad has been set up in 1920s, and roopar in 2010s. IIT dhanbad has well finished lab and infrastructure and other facilities and roopar may be even looking for basic facilities. So between two you should go for IIT dhanbad.

Usually the cut off for different colleges are high for ME branch.In that case if you are from GEN/OBC you will not get even NITs or IIITs or GFTIs .

But if you belong to SC/ST then you have chances that you might get NIT /IIITs and GFTIs

Score of 392 in GATE is comparitively very low.You won't get IITs/NITs or even GFTIs.You can apply at state engineering colleges/Universities .You might get that .
