The GATE Toppers mostly prefer getting job in PSU LIKE BHEL etc.
Most of the candidates gives gate for PSU.
those who miss PSU go for IITS.
Or thise are really interested in Mtech or doing PHD they go for higher studies.

According to the website of the IIT Bombay for admission in M.tech. minimum 60% is required in btech. degree and a valid gate score and this is the mandatory and minimum eligibility criteria. So, degree should be cleared first and after that anything comes.

Though the cutoff changes every year therefore it is hard to tell exactly. But according to previous years cutoff trends your chances to get into IITs or NITs is tough. Since you are from the general category your cutoff is usually very high ranging from 550-750.
