 if you are general catagory candidate there is no chance to get admission in iits which ever is the stream you are applying in. but there is some nits where you may apply.. nit skkim, nit durgapur, nit manipur, iiest shivpur howrah... hope it helps.

for admission in old iits your gate score is low. but you can apply in ms of iit guwahati. for admission in MS gate score requirement is low. and yoy also may apply in nit durgapur for power electronics and drives stream. there are a few good private colleges

sorry. you cannot apply for mtecch through dte. DTE has strictly set the rules, candidate will be taken on the basis of valid gate score. however dont loose hope. there are other several university where gate score is not mandatory. Like BITSHD, VELLORE INSTITUTE OF TECHNOLOGY..

the maximum no of seats of junior research fellow is filled up through UGC NET examination. how ever there are a few institute like iit kanpur, indian statistical institute which takes candidate as jrf through gate score. you may also apply in jadavpur university. check the official websites of
