All of these are exams for admission in MBA colleges. The difference is the scale at which they operates.
The ICET exam was conducted in online mode for admissions to MBA courses in colleges/ universities of Telangana/Andhra state and its affiliated institutes.
CAT is primarily for admission in IIMs spread all across the country and also to some other private and government colleges like FMS, Delhi etc.
GMAT 2019 or the Graduate Management Admission Test 2019 is an exam for prospective MBA and PGDM students who want to study abroad. It is accepted in over 80 countries worldwide and many top institutions in India. The GMAT exam is conducted by the Graduate Management Admission Council (GMAC) and is an internationally recognised exam in the domain of business and management.

Dear Kavya, CAT is the brainchild of the IIMs. Every year each IIM takes a turn to conduct CAT. This is the entrance exam for admission to all the 20 IIMs and almost 1000 Institutions accept CAT score. So only CAT score is accepted in IIMs and not GMAT. Across all the IIMs, a sectional cut off of 50 percentile and an overall percentil of 60 percentile is the general cut off for SC Category. Since your aggregate in BE is 83%,you will satisfy the minimum eligibilty criterion(50 %) and you will subjected to shortlisting process.For candidates with work experience of two years or more TAPMI follows profile-based shortlisting. see you can give toefel exam any time. because almost every month toefel exam has slot. you need to just prepare yourself. and toefel exam has no link with gmat exam. you need to apply separately for toefel as it is a english language proficiency test. you can apply for visa after gmat exam. before applying do multiple checking of eligibility criteria and marks requirement, visa permit everything. it would be best if you take some professional help. please search in your city if there is any professional who help with visa application process.

In some colleges and universities for MBA , a student applying for MBA outside the country have to give GMAT exam . Students applying for MBA in England have to give GMAT exam , it is compulsory . However , there are some universities in England in which it is not compulsory to give GMAT exam instead of it students having a work experience for more than 2 years can apply directly for MBA program . In Germany most universities accept TOEFL score and not GMAT score , there are universities which accept both TOEFL and GMAT score . In Poland all types of entrance exams are accepted like TOEFL , IELTS and GMAT . So for betterment of you , you should first choose a country for which you want to study MBA and then second look at the eligibility criteria at different universities and according to that give a appropriate entrance exam . Also you can do is that choose a university of that country and then check which entrance exams for MBA they accept .

As per your requirement, i would say that as mentioned above your educational details, you need to be at your very best in each step.
First stage is CAT
In which if you are a general candidate you will have to get atleast 95.5(Cutoff changes every year) to get call from New and Baby IIM.
Coming to Old IIM(BLACKI) many things are considered
10,12, Graduation score .
Work experience.
Gender ( For female Candidates)/Academic diversity (For Non Engg)
Weightage given to above mentioned criteria is different in every college,you can visit the college website to get the details.
So having work experience is always an advantage but like I said the weightage varies.
Final stage.
WAT/PI Stage
The weightage for WAT/PI is usually high in Old IIM close to 50%.
Personal Interview is the one that either make it or break it.
So PI usually decides whether you will get selected or not.
