There are two options for retaking the exam:
1. If you want to take the exam this year (or next year), you can apply for an improvement exam for the GSEB 2022 exam. The application forms for the improvement exam have not yet been released, but they should be available on the official website soon.
2. You can retake the exam the following academic year (2023). You can apply for this through the school's official website or by contacting the administration for further information.

Ys you can again give class 12 exam for science stream. If you are not satisfied with your class 12 result or if you have scored less marks to be eligible for neet exam, you have two options to fulfill. Either you can give compartment exams only in science subjects - physics, chemistry and biology. Or you can give all the subjects exam of class 12 to increase your percentage. For both the cases you have to give the exam, for which the form you can find in your schools boards website.
Candidate have to apply for reappear exam in order to appear in 12th exam again. You can find the reappear exam form from the study centre of your school. Submit the examination form along with the required documents like previous year failed marks sheet etc.

To answer your query, YES, you can do MBA after B.Voc. For doing an MBA you only need a bachelors degree.
To answer your next query, well, in order to prepare for the IIMs, you need to be prepared for giving your Cat exams first. CAT is nothing but the Common Admission Test to help you qualify for the IIMs and many other prestigious B-schools in India.

1. If you wish to write the exam in this (same) year, then you can apply for improvement exam for GSEB 2022 examination. The application forms for improvement exam has not been realeased yet, but are expected to be out soon on the official website.

No, you are not eligible for NEET examination.
This is because,
Being a general category student you need 50 % in aggregate of PCB ( Theory + practical) but you have only 48 % and thus not eligible .
