You should upload the recent marksheet of class 12th for MBBS counselling as it will be the fresh and recent marksheet and it will be set as a proof that you have re-given the examination and have been promoted in that particular subject from which you've been failed

No, you are not eligible for NEET examination.

This is because,

Being a general category student you need 50 % in aggregate of PCB ( Theory + practical) but you have only 48 % and thus not eligible .
