yes you cna apply if you are appearing in 12th board exam now, i mean if you have given the 12th exam and waiting for the result, only then you can apply for the ipu for bjmc.

Yes,you have to apply for B. Tech admission in Guru Gobind Singh Indraprastha University to take part in its counselling.
Though admission will be based on JEE Merit.But for Biotechnology, admission will be through IPU CET.

According to current information there are no diploma courses at Guru Govind Singh Indraprashtha University, Delhi. There are vocational courses available which are Bachelor of Vocation(B.Voc) Programmes in the given field:-
From this year, IP has changed its admission procedure .You have to appear in CLAT to take admission in GGSIPU, there is no separate entrance exam will be conducted by IPU, the admission will take through the merit if CLAT.

With 88 percentile it would be difficult to get into NIT. You can try for IIIT. But you have very good chance of getting admission into centrally funded university.
But their are so many state run university which accept jee main score.
And their are private university also which

If you belong to SC category then you can get NITs of North india like NIT Mizoram, Meghalaya, Nagaland, etc. But you will not be able to get branches like CS, IT, ECE.

Yes, from this year, Guru Gobind Indrpashtha University will give admissions to B. Tech courses (except Biotechnology) through JEE Mains.
And as far as IPU cut off is concerned, it cannot be predicted with sure confirmation as this is the first year when IPU CET is not conducted
