I want to inform you that every institution accepts the score of any competition exam of the same year of admission,
if one takes Admission in 2020 then he/she will get on the basis of the result of 2020, same goes for 2021 you will get admission only based on your score of 2021, you can't use 2020 score.

Yes, you are eligible to take admission in Indraprastha University. Any candidate who has done 11th and 12th from Delhi, will be considered Delhi region candidate and this category hold highest number of admissions i.e. 85%.
Talking about the OBC certificate, if that certificate is issued by the state government then you will be able to use that only in Uttar Pradesh. Because each state has different OBC list. But If the certificate is issued by Central government then it will be acceptable in all states of India.
The eligibility criteria for each course is different, you can write the course you want to get admission in to be more clear about the information.

Hope you are doing great as per the question asked by you generally in I.P.U delhi there is only one quota that is delhi and non delhi quota if you belong to delhi then you can avail the O.B.C quota else you will be under all india quota and cutoff of all india quota is bit high as compared to delhi quota students.
Hope you are doing great as per the question asked by you yes you can certainly take admission in I.P.U delhi but you can not take admission there from O.B.C quota as there is only one quota that works that is delhi and non delhi quota and you will belong to non delhi quota so you need to work very hard as cutoff is bit high for non delhi residents.

GGSIPU is government recognized universities. They accept valid OBC-NCL certificates issued by the government of India if the candidate falls under the cental OBC list. Kindly note that if you fall under state OBC list then you will not get any benefits of reserved category in IPU. Moreover, they have reserved seats only for OBC-NCL candidates. And they need to submit the income certificate of father/family as mandatory.
