To get admission in colleges under HPCET through JEE Main score, you need to first fill the application form and register for counselling. Round 1 of the counselling will be conducted for JEE Main qualified candidates and 50% of the seats will be filled. Round 2 will be conducted for HPCET candidates and remaining 50% of the seats will be filled. Now to be JEE Main qualified , you have clear the required JEE Main cutoff as per your category. Below I have provided 2019 JEE Maim cutoff category wise -
So if you have cleared the cutoff as per your category, then you are JEE Main qualified. Below I have provided the procedure for HPCET counselling :

If we look over the cutoff which is 60 marks you are not eligible to attend the counselling But if you have passed the exam with passing marks then definitely you would be eligible to attend the counselling. But if the counselling which is to be held is based on the cutoff then you would not be able to attend the counselling. Having a look over a scenario i.e, if there are less candidates for the counselling you might be called to attend it.

As far as rank vs marks is concerned for JEE Mains 2019, for a percentile of 20 this year, you can expect a common rank list (CRL) of around 700k

With 53 percentile it is very tough to get any seat in the primary rounds of counselling process.
But according to last years, there are some government colleges who have special rounds for counselling. These colleges are none other than those which are covered under GFTIs.
During the special rounds the cutoff goes really low for such colleges due to vacant seats. Let me name them for your convenience.
GGV BILASPUR
GKV HARIDWAR
HNB GARHWAL
Also there are some colleges like CIT Assam and NEHU Shillong, which conduct local level counselling and the cutoff stays very low.
All the above mentioned colleges are Central government Funded colleges. You must check their website regularly to get details of application form.

Sorry you can't able to get admission in nit Hamirpur with the score of hpcet. Nit Hamirpur accepts only the score of JEE mains. You need to score a decent marks for nit Hamirpur in jee mains because it one of the descent nit and best college of Himachal Pradesh.
