As you mentioned that you top four subject score is 78% and you want to change your stream from science to art then It will be quite difficult for you to grab a seat in delhi university college.
Because when you will apply for BA then they will deduct your percentage by 5 and you will get to go for seat there with 73% marks.
So, If you are from some reserved category then it will be easy for you to get a seat in some du college.

Yes of course if you want to pursue Political science honours, then after graduation you can surely apply for post graduation in Political science. Same is applicable for history.
Regarding the courses both courses are good. You can take either of them. Both courses on Political science and History are interesting and many career opportunities. So do whatever suits you.

For undergraduate programme in Ramjas college, first you need to register on the official site of Delhi University. Registration will proceed once you do the payment. Then you can select Ramjas college for which merit list will be published by the officials on the basis of the marks scored in the 12th examinations. There is also an exam conducted DUET by NTA. By which you can also grab the seat.

You haven't specified you want information of BA history from which college since all college design a different module for their students. As for now, I can give you the general idea of the syllabus. The course which spans for 3 years takes up the in detail study of not only Indian history but also World history.
It will cover topics like ancient India, mediaeval period, modern India, post independence India, World history and politics, European history, history of the USA, Latin American history, etc.
