horticulture is the branch of agriculture which deals with the art, science, technology and business of plant cultivation whereas B. tech deals with technology associated with the respective field.
when it comes to job opportunities then B. tech has edge over bsc horticulture. B. tech provides you higher career growth and high paying jobs in both private and public sector than bsc Horticulture

As far as placement or industrial prospects are concerned, BTech in Machine Learning, might lead to better placements early on in your Career in the Private Sector Industry. For BSc Agriculture/Horticulture it is not necessary that you appear for ICAR. However it is advisable that you do, as the competition is high and having a good score on the entrance exam could increase your chances.
