Both are somewhat alike.

MHRM is offered in TISS. You will learn a lot of role of HR in Social context. You have good scope to work in CSR works.
MBA in HR will teach you to learn things which are useful for daily HR works like recruitment/talent acquisition,

If you talk especially for HR then XLRI is the best college in India. For getting admission in XLRI you need to give XAT which is itself conducted separately in the behalf of Xavier Association of Management studies (XAMI).
